Cut back production at precisely the time the world is emerging from a two-year lockdown with pent-up consumer demand. Make war on coal and nuclear power. Drain the strategic petroleum reserve to make the pain for consumers more bearable for midterm election advantage. Cancel the Arctic National Wildlife Refuge oil and gas field.
